TOKYO, June 5

Delegates from no fewer than one, hundred and twenty thousand farmers are now in conference, and are planning a direct appeal to the. Emperor, in accordance with the constitution, as they despair of obtaining from the Government any relief, for the distressed northern districts, where the poverty-stricken are alleged to be facing .starvation.

The situation already has been responsible for serious clashes between the landlords and the tenants, some of the conflicts involving bloodshed.
