SPANISH EDICT
TO OBSTINATE LANDOWNERS.
THE AGRICULTURAL PROBLEM

Tlve landowner class in Spain for Some tinie after the revolution refused to co-operate with the Government, many deliberately reducing the number of farm employees and preferring to let their lands remain unworked rather than give any assistance to aid the Government in solving the agricultural! problem. Some, however, have relented, and have agreed to turn part of their estates over to unemployed agricultural workers- for a period of six years, besides providing a sum for the purchase of seed. Other farmers near a. small town announced their intention of immediately providing work for one thousand labourers on their farms, with the promise of an increase if conditions warranted.
A drastic Act was passed by th* Cortes to deal with obstinate landowners compelling them to employ a sufficient number of labourers or to turn their estates over tile Governments
