Count Saito is experiencing difficulty in forming a Cabinet, capable politicians having strong party affiliations, declining offers, Takaha'shi alone accepting the office of finance. Vernaculars deplore the unwillingness of statesmen to sitik party differences for the coiymjon good of the country.
