The newspaper “Statesman’’ placefull blame' 1 for the Bombay roits on Congress which it says for years has been deliberately exhorting Indians to defy law and authority, and helped ic> feed the flames of Hindu-Musleni antagonism.
Madras police unearthed a Communist plot for an Indian revolt on a large scale. The police aided by detectives in other cities arrested prominent leaders. Madras was the headquarters of an organisation which planned to exploit a threatened general railway strike for the establishment of a Soviet Republic. Funds were received • from branch organisations in the provinces. The movement was linked with 1 Reds in Germany, whither several arrested men were preparing to journey.

Apart from isolated attacks, -and tho excitement over the round-up of hundreds of riot suspects, conditions are normal again in Bombay after seven days of -murder, looting, . and arson.
The casualties total one hundred and forty-six dead, and 1(147 injured. Many streets in the Moslem and Hindu quarters are still littered with debris from the looting, but confidence has caused many of the ten thousand citizens who fled from the city to return.
