CHINESE TROOPS ACTIVE

SHANGHAI, April 16
The Japanese command is evincing gome anxiety regarding the recent movements of Chinese troops south of Soochow Creek. The Japanese have issued a statement pointing out that a Chinese refusal to continue peace negotiations and at the' same time making troop movements evidences a lack of sincerity, which may turn the present suspension of pourparlers into a definite breach, the responsibility for which will be with the Chinese
SOVIET IS UNEASY
ALLEGATIONS AGAINST JAPAN

The “Times” 'Riga correspondent says that the Soviet press professes great uneasiness aft the events, in Manchuria, especially over reports from Habarovsk, in connection with the discovery of an attempt to blow up the rail wavbridge over the Sungari river, which “Izveistia” interprets as part of a deliberate Japanese plan to make more acute, actions which are already strained.
As a preliminary to exploding the /Far Eastern powder magazine involving the Soviet in military conflict, the paper alleges that Japan has already begun to send more troops to Alan churia, and adds “Soviet will not begin war, but will leave 'the enemy to take (the -initiative and 'the entire responsibility.”
