LOTTERIES BILL. INTRODUCED IN BRITAIN. RUGBY, March 22. The House of Commons, by 176 votes to 123, granted leave to Sir William' Davidson, a private Conservative. Member, to introduce a Lotteries Bill, the object of which is to authorise the raising of money by means: of lotteries for charitable, scientific and artistic purposes, or any public improvement or other public object under conditions to he approved by the Secrete rv of State.
