SITUATION IMPROVING. (.United Press Association—By Electric Telegraph.—Copyright.) CALCUTTA, Feb. 21. The situation in India is gradually 'improving. There are indications of the Civil Disobedience movement collapsing and more Indians rallying to support the Government, who are* hastening preliminaries for a new constitution. At phe end of January, the Civil •Disobedience convictions ■ " 12.000. In addition to these there lias been three thousand arrest s under the new Emergency ' Powers Relations Regulations. Many of these 300 were subsequently released on giving a pledge not to participate against the Government movement.
