LARGE BUDGET VOTES. (United Press Association.—By Electric Telegraph.—Copyright.) LONDON, January 2. The “Daily Mail’s” Moscow correspondent says: Apparently, preparing for war, the Soviet Budget shows that 130 millions sterling, the highest since the Bolsheviks seized power in 1917, has been allocated to the AA r ar Departments, and 12 millions for special arms, notably the Ogpu. The military expenditure hinders votes for railway construction, roads, motor .services a.nd civil aviation, totalling 335 millions.
