It was announced, after <a conference of -Manchurian-leaders here, that Chang Hseuh Liang had resigned as Commander-in-Chief of the Manchurian Forces, in favour of Chang-Tso-Hsiang, Governor of Kirin Province, and has been appointed to be Nanking Military Commissioner for North China It is expected that Chiang-lHsue-Liang will now consolidate his position there 'with the aid of the Political Council, including representatives of various military factions, prominent bankers, politicans and educators.
