CHINA AND JAPAN
THE LEAGUE COUNCIL. APPOINTMENT OF COMMISSION. (United Press Association. —By Electric Telegraph.—Copyright.) PARIS, December 10. The League* Council unanimously adopted, in the presence of Chinese and Japanese representatives,.-a draft resolution, appointing a Commission of Inquiry for the settlement of the Manchurian dispute. Japan reserved the right for military -authorities, to suppress bandits. China, insisted on an junction to avoid a. hostile initiative, which should not he violated on the pretext bf suppressing lawlessness. Mr Sze claimed as essential elements of the resolution, the cessation of hostilities and liquidation of Japanese occupation, also- neutral observation and an inquiry into the situation on the spot. Lord Cecil hoped that the evacuation would be made at the earliest possible moment. He- stated that the past three months had not been wasted, the League having held up the threat of war.
The Council meets qt Geneva on January 18th.
