PEKING, November 28. An important advance towards the settlement of the Manchurian dispute was made as the result of conversations between Chang-Houeh-Liang and Japanese Charge d’Affairs with regard to the establishment of a neutral zone along the Peking-Mukden railway. The change agreed, subject to Nanking’s approval, to withdraw all the Chinese troops to Shan-Hai-Kuan provided that the Japanese troops along the railway return to the Mukden railway zone. Tokyo officials consider the Manchurian situation easier.
