In the House of Lords, in the presence- of a large attendance with many Peeresses in the gallery and Messrs MacDonald, Baldwin, Churchill, Sir O. Mac Lean, Mr Runciman and other Ministers standing before the Throne. Viscount Snowden', in scarlet and armine robes, sponsored by Lord Dabernon and Lord Lee, with the customary picturesque ceremony, took his seat in the 'House and the oaths as Viscount iSnowden of Ickornshaw. None of the Labour Peers attended the ceremony. AUSTRO-HUNGARIAN FINANCES. VIENNA, November 26. REPARATIONS INQUIRY. RUGBY, November 25. Sir Walter Layton, editor of “The Economist.” and formerly Director of the Economic Financial section of the- League of Nations lias been nominated to serve as the British member of the Advisory Committee, which is being silnimonqd' by ‘the 'Bank for International Settlements, to consider the German capacity to pay reparations. Sir W. Layton was a member of the Bankers’ Committee, which enquired into immediate credit funds for Germany in August.
