The. morning newspapers are generally favourable to the Runciman schedule, though they emphasise it is only the first instalment. The “Daily Herald” says, Mr Runciman is obviously proceeding warily, which is both wise and prudent. The effect of the duties must be vigilantly watenea, but we decline to treat the duties its the precedent to high protection. The “Morning Post* points out that some foreign Governments seem to tiiiiik that Britaih haa no title to fiscal liberty, which they themselves enjoy,. Nothing can mni'e vividly Illustrate the urgent need el this riwr* ter of liberty, Mr Cosgrave, speaking svt Chaneville expressed the belief that the British Government would not agree to the alteration of the Statute of Westminister, whereby it was set down in black and white that the Irish Free State may not repeal the Treaty of 1922.' Mr Cosgrave added': “The Irish Government would continue to defend the Treaty, but he warned Mr Winston, Churchilf that his group must not change the Treaty from a pledge of freedom to a symbol of inferiority. I say solemnly ho one in Ireland or Britain has a.ny right to risk the consequences which must follow any attempt to lessen or destroy the freedom contained in the Treaty, which forms the basis of the present relation between the two countries.
