RUGBY, November 19. In the course of an answer in the House of Commons, the Under-Secre-tary of Foreign Affairs, Mr Eden, stated that the present negotiations between the French and German Governments were understood to relate solely to the question of procedure, namely, how to adapt to the present circumstances the provision in the Young Reparations Plan for a Special Advisory Committee to inquire into Germany’s financial position.
