A remarkable document, signed by the Adjutant-General of the Irish Republican Association, which the police captured, was re ;d by Mr Kenny, Minister of Justice, at a meeting at Carnaeon. It says: “The I.R.A. believes it would serve the Government’s aims if a State wa r ensued, but we must not fall into such a trap. Any violence would only suit our enemies. It may be expedient; to curtail public training, but recruiting, for which the present public state of excitement is favourable, must not be relaxed. On the contrary, the fullest advantage .must be taken thereof.” The document called on the I.R.A. and similar bodies in God’s name to wait an opportunity of seeking tliir rights. Mr Kenny declared the Public Safety Act had shaken subversive, institutions to their very foundations. Many members of the 'I.R.A. and Saoreire had visited the police and announced that they were leaving their organisations. The first- fruits had been greater than the most sanguine anticipated.
