CAPETOWN, November 18.

Parliament opened with the usual ceremony speech, which stated tliat conditions bad arisen making it imperative to render special assistance to the primary producer's. It wa s proposed to ask the sanction of Parliament for payment of a. temporary subsidy on certain exports'for which funds would be obtained by primage on imports. It would also be necessary to ask for the Powers to deal with the exchange position and maintenance of the gold standard. It was hoped that tile recent developments would increase the readiness of all countries to seek international co-operation to restore in. ternational trade.

The speech foreshadowed the amendment of customs’ tariff, empowering exchange and dumping duties to safeguard local industries.
