WESTLAND HOSPITAL BOARD
MONDAY, NOVEMBER 16th
The Board met at 8 p.m.. Present; 'Messrs J. J. Breeze (Chairman) 1 , E. W. Heenan, R. Meharry, W. Jeffries, M. Keenan, W. Evenden, T. W. Duff and A. R-. Elcock. v The minutes were confirmed and outward correspondence approved. INWARD CORRESPONDENCE.
From Hon. T. W. Young, Minister of Hospitals, thanking Board for congratulations on his appointment; stating he would, consider the, matters referred to him by the Board.—'Received. From Hon. J. G. 'Coates, Minister of Public Works, in reference to maintenance in hospital of men injured on public works ; stating in reference to payment of maintenance that a proposal was made for the men on public works -to; contribute the sum of 4s 6d per month. —Received; it was resolved to confer with the engineers in charge of the works in South Westland, the proposal to be for maintenance at the hospital only and not to include transport. From 'lnspector General of Health drawing attention to the fact that the •Matron hais only two trained sisters on the staff, and suggesting the addition of another for night work.—Received. •Mr Duff said in spite of their efforts to economise they now found theW department desiring additional expense. Here they had another Inspector coming along and dictating to them on the necessity of adding another trained nurse, in spite of the advice of their Doctor and Matron in,'regard to there being no necessity for a special nurse for night work.,; He’ moved that the Board ask the Doctor to report, and that the Board '.protest again to the Department at their action in-'endeavour-ing to .force additional staff-- on the Board. Seconded by the Chairman, who pointed out the Board .was doing its utmost to comply with t'he request of the Department to curtail expenses in every possible way. Mr Jeffries suggested that the 'Chairman .and 'Secretary interview the Doctor and Matron with a view to finding out who was responsible for the proposal. This was added to the motion which was agreed to. From Native Public Trustee, Welling-
ton, intimating information asked for cannot be supplied without the consent of the person affected.—Received. From Auditor Inspector, Wellington in reference to two accounts where the amount allowed under Section 24, was exceeded, £8 5s and £6 6s.—Received. The Secretary’s reply to the auditor was approved. From -Assistant Public Trustee, Wellington, in reference to maintenance fees for a former patient.—Received and action of Fees’ Committee on matter was approved. >' From Official Assignee, Westport, in reference to a deceased person’s estate.— Received,. Action of Secretary in claiming for full payment of instalments, was approved/ From ’%rey„ r HospitaJ Board,.Stating tjie Timber Workers’ Union owed Westland Board £143 4s 7d.—Received. From Kanieri Electric Ltd. offering to supply electric motor for the X-ray plant for £23 4s.—Received and offer accepted. From H. Matson and Co. Christchurch 0 offering two sows for sale.—Received and offer accepted. Frofn E. Teichelmann acknowledging letter of Board notifying a 10 per cent, reduction on fees for services at Hospital and stating he was not prepared to accept less than £1 Is for anaesthetic fees all round.—Received. Mr Jeffries moved that the Board regrets that it cannot alter the resolution carried at the previous meeting in reference to a cut of 10 per cent, on all salary payments. Seconded by Mr Keenan. Mr .Duff thought they should accept the letter of Dr Teichelmann recognising the great amount of work he had dong for the hospital in the past. The Chairman moved that the letter of Dr Teichelmann be accepted by the Board. No man had done more for Westland Hospital than Dr, Teichelmann. Seconded by Mr ■ Duff. Mr Jeffries said he had no doubts about the valuable services rendered by Dr Teichelmann but ho had been well paid. The resolution passed at last meeting was agreed to unanimously and now it seems some members were acting like skuttlccoclvs. Ho objected to the proposed amendment. The Board was losing its dignity. By his own figures Dr Teichelmann was getting £2OO a year. The Board was not showing consistency in passing, a resolution one meeting and withdrawing it at the | ext. The Chairman’s -amendment was put and carried on the casting vote of the Chairman. Ayes: Messrs Eleock, Dull - , Evenden and Chairman. Noe.s: Messrs Heenan, Jeffries, Meharry and Keenan. Becoming the substantive motion i-fc was agreed to. From W. Harcourt, Waiho, offering to buy portion of section at Waiho.—Received. The Board has no power to | sell same. From (I.
