It is admitted that since the new Public Safety Act, there has not been a single violent incident but it is pointed out that Air Cosgrave thus far has confined himself to proclamations. warnings and that the Irish Republicans Army is still fully armed. It. is therefore asked .whether the Act is having th© desired result, or whether as Do Valero suggested, it is merely driving the revolutionary element more underground. Well informed circles fear a serious! outbreak if the Government attempts to act with undue severity.
