Some members opposed the measure contending there was no demand on the part of consumers for legislation of the nature. A majority of the members supported the Bill declaring than the trading coupon system was damaging to small shopkeepers. The passage of the measure would ensure better quality goods at a lower price to the consumers. A number of members urged that the scope of the Bill should be widened to prohibit the gift system as well. The motion to commit the Bill was adopted by 57 to 5. When the Bill was ,in committee, Mr Harris moved an. amendment to the main clause for the purpose of giv. ing a purchaser the option of taking goods of equivalent value instead ol cash, when coupons, were being ■ redeemed.
