There was a day long- secret session of the League Council, including Gilbert, but not including Sino-Japanese, whereupon a communique of the Council had discussed proposals, submittable to ..the iSino-Japanese Council members, who were signatories to the Pact of Paris, and decided that their Governments should call the attention of Nanking and Tokyo to the obligations undertaken under article two. The Japanese delegation in lengthy communication defends the presence of aeroplanes bombing owing to disbanded troops including 3,200 Ghinchow, menacing Nationals. It denies reports that Japan has asked for Russia to be admitted to the League discussion regarding Manchuria.
