President -Rubio to-day appointed the former President Guiles, Mexico’s iron man, as Minister of War, after he ha<l accepted the resignations of four Ministers, War, Interior, Agriculture and Communications, owing to political unrest, the exact,nature of which is not explained but it is considered partly economic and mostly political.
