WAR DEBTS
U.S.A. ATTITUDE. (United Press Association. —By Electric Telegraph.—Copyright.) WASHINGTON, October 9. The Administration has made it plain to-day that ability to pay is still regarded as the basis lor the collection of tin 1 European war debts. There has been no suggestion on the part of President Hoover for an extensio of the moratorium. W.liile there is no intention on the, part of tbe United States Government to force payment beyond the ability of foreign nations to pay, nevertheless there is a definite purpose to insist upon the European Governments living up to their agreements in so far as they are able.
HOOVER’S ATTITUDE. WASHINGTON, October 9. Reductions in war debt payments will be considered by the United States Government only if the European nations effect drastic curtailment of armaments. President Hoover intends that'the two subjects shall remain linked in bis approaching conference with M. Laval. He expectto press the view that disarmament and naval holiday cannot be logically separated from war debts and tbe world’s financial condition. There is no indication, however, that tbe administration would enter into any plan for complete revision of war debts.
