LEAGUE OF NATIONS REQUEST.

JAPAN’S REPLY

RUGBY, October 1

Geneva reports state that a Committee of the League of Nations Council consisting of the representatives of Great Britain, France, Italy and German, met at Geneva this morning, and a. drafted resolution on the China-Japanese quarrel. which resolution, a full meeting,of the League Council accepted to-night. The resolution asks the Japanese Government to expedite the withdrawal of the Japanese troops from the affected area while the , ; Chinesu Government is asked to assure the safety of Japanese subjects.

It is proposed, in addition, that the Council shall adjouju till October 14th, but the Council will not meet on that date if the Japanese troops have been withdrawn by then, and if direct negotiations between China and Japan have been started .

referred to the course of events tol-

lowing -on the appeal addressed by s-\ the council of the League of . Nations V to the parties to the Manchurian dispute. He said that the Government in their reply to the League ..Council, Had expressed gratification at the action taken, together . with the hope that further measures would be'forthcoming. They, however, modified their original demand for the appointment of a Neutral Commission of Fuvestigation, changing it into a proposal that th e League Council should, help the parties to reach an agreement as to arrangements on the spot, which would make it possible to fix an early date for th e completion of the withdrawal. At two succcessive meetings of the League Council, said Captain Eden, the Japanese delegate had reported a progressive withdrawal of Japanese troops from Chinese territory. He had declared that his , Government had no territorial designs r"' on Manchuria and that they maintained their determination, of which a practical proof had been given during the last few days, to withdraw their forces within the railway zone insofar as the safety of the property were effectively provided for. The delegate added that all of the Japanese troops were now withdrawn, except for those in Mukden and the Kirin and for a small number in two other towns.
