CUTS OF 188 MILLION DOLLARS.

WASHINGTON, September 29
The “New York Tiriies” reports that authoritative circles indicate that , the Administration’s heaviest blow in its efforts to cut Governmental expenditure will be directed againsef the Navy. Tho contemplated elimination of the Naval building programme for the fiscal year 1932-33, comprising the construction that is 1 believed to be necessary to build the fleet to the strength prescribed in the London Treaty ; will mean a saving of approximately 140 (million dollars, The halving of the destroyer programme appropriated for by the last Congressional session will save 28 million dollars more, while it is also widely believed that a further twenty million dollars reduction can be gained by “passing over” the money necessary to modernise the battleships. Discus, sing "the latter phase, one prominent official recently asserted his belief that “we will never build another one,” and following on the revelation of these contemplated cuts, mucn discussion is now centred on the idea that the United States is preparing to take a naval holiday, allso With an eye on the foreign interest in such a procedure. .
ARMAMENT TRUCE. NEW GENEVA ENDEAVOUR. LONDON, September 29. The Geneva Third Committee will submit to tfie League Assembly on September 29th, a draft resolution expressing the conviction that the present international crisis is due to the lack of mutual confidence; and that a renewal of armament competition will lead to catastrophe, and appealing to the adherents to the Covenants and principles of peace and justice to create a world opinion enabling the Disarmament Conference to achieve gradual disarmament, and also requesting the participant' Governments to state before November Ist whether they will accept a year’s armament truce.
