Because the State Advances Department refuses to pay the rates, the One Tree Hill Borough Council has cut off the water from two houses and will discontinue collecting refuse from them. This action was decided on after members had commented strongly on the fact that when the department took over house property abandoned by a mortgagor.it would pay only special rates. It was decided that the water be cut off tor non-payment of the water rate arrears, as is done with private individuals who default. . ■
