Spain was re-elected as a non-per-manent member of the League of Nai itions Council. China and Panama succeeded Persia and Venezuela, who automatically retired. LONDON, September 14. The “Daily Express's” special Geneva correspondent .says : “The League of Nations’ finances are in a grave position. The Assembly will probably be asked to vote new expenditure, because the running expenses are mounting yearly.' The Budget for the new unbuilt palatial headquarters already shtows a serious deficit. The architect’s estimates were far exceeded.” The chief criticism of the “Empress” •is “the League’s veritable debauch, of printed matter.” Tt says: “Senor Madegaria, the designate Spanish Ambassador at Washington, reveals that a commission created three months ago lias already published sufficient documents to stretch from Geneva to • Warsaw.” The “Empress” emphasises that the British Empire is the largest contributor to the League’s funds. ITALY’S PROPOSAL. FOR ARMAMENT TRUCE. LONDON, .September 14. Mr M aoDonald, questioned in the | Commons, on the. armaments truce, said that until details were known, the Government could not pronounce an opinion to the Assembly, asking the Governments to abstain, pending the Disarmament Conference, from increasing the present level of armaments. The British Government was keeping in close touch with its representatives at Geneva, with regard to it. Captain. Eden, Under-Secretary of Foreign Affairs, said the United Kingdom Government denitely opposed any postponement of the date of the "World Disarmament Conference.
