The Ministry of Health has issued a circular to the local Government authorities, stating the importance that the, Government attaches to a careful study of local expenditure'. The Government does not contemplate the local authorities embarking on an ill-con-sidered course of cutting’their expenditure, but it suggests a detailed survey of the whole of the local expenditure, with a view to deciding if full value is being obtained for the money spent, and whether the development of the services cannot safely and 'properly be slowed down till better times.
