The Commoner Haydav, in a presidential address at the Trade Union Congress at Bristol, said: Secret forces had- broken the Labour Government and created a new Government, without the authority of Parliament or the people, by methods equivalent to a dictatorship. • Political and financial influences of a sinister character were working behind the scenes, taking advantage of the difficulties ,and had dictated the Fundamental change in the n ti.mal policy. Ev nts had revealed the existence of an imperious, international and financial combination -possessing the power to bring to their knees even cur wealtiiy solvent country, threatening it witn financial ruin, unless it agreed to a change of policy and certain social expenditure. It had achieved a finance's revolution more ruthless and more complete than a military dictatorship. We have learned the lesson that unless we govern the hanks they will govern us.
