THOUGHTS OF THE TIMES.

UPKEEP OF ROADS

A recent announcement by the Prime Minister states thq/t the Highways Board subsidy to local bodies for roads upkeep is to be increased from £2 to £3 per £l. That is a satisfactory decision. The Highways Fund is primari’y a roads fund, and indeed should be held wholly sacrosanct were it not for the stringent condition of the national finances. The Government’s raids on the fund hnve been measures of extreme necessity, and only to he excused on these grounds. It is at least satisfactory, therefore, that more of the money is in future to be spent on the roads,' per medium of the local bodies. • . —The Dominion.
