NEW FRENCH MINISTER. [United Press Association.—By Electric Telegraph.—Copy righ t. ] PARIS, August 21. M. Andre Poncet has been appointed French Ambassador at Berlin, in succession to M. Demargerie, who has retired, and was recently presented by President Von Hindenburg with the sword which the latter secured from a French officer in the Franco-Prussian War of 1870. GERMAN PRINCE DEAD. LONDON, August 21. Obituary—Prince Gerhard Bluecher. He was the fourth Prince Bluecher Von Whalstralt, and was the great-grand-son of the famous Marshal Von Bluecher. He died at a hotel in Boscombe, near Bournemouth, England, on Thurs. day, in his 67th. year. In 190* Prince Gerhard Bluecher married an English woman, who survives him. The Prince, who leaves no children, is succeeded by his brother, the Count Gustaf Bluecher.
