Governor Hotson has written to Gandhi denying a breach of the terms «f the Delhi agreement and coercion in the collection of revenue in Gujerat. Gandhi has telegraphed to the Viceroy saying he found it difficult to proceed to London and the Viceroy s reply is awaited. The situation is serious.
