THE COUNCIL. (By Telegraph —Per Press Association) WKI.IffNGTOX, July 4. In the Legislative Council yesterday, resuming the debate on the Address-in-ii-Lply, lion. Garland sa d interest rates were too high and the sooner the Government insisted on banks paying a percentage on their daily balances, the better it would be. He regretted that secondary industries were languish ng for want of cap'tal. He expressed himself as an opponent of fusion, and said the two main parties had no mandate from the people to come together.

'Hon. Mclntyre said it was time that the Government stepped in and controlled borrowing by local bodies. He defended coupon trading, and suggested the postponement of the Licensing Poll. The Council rose at 4.40 p.m. until Wednesday.

THE HOUSE. The debate on the second reading of the Unemployment Amendment Bill was continued in the House of Representatives. The •’“'mister of Lands said there had been the utmost co-operation between the Unemployment Board and his department in the past and that cooperation would continue. Land development was to be the one principal rtask of the Board, which would be able to function move successfully with the money the Bill proposed to place at its disposal. Vhe debate was interrupted by tfi® vising of the House at 5.50 p.m., till 2.30 on Tuesday next.
