DAIRY CONFERENCE
■REFORMS DEMANDED
(By Telegraph—Per Press Association)
NEW PLYMOUTH, June
The control of flic dairy industry was the subject of the only remit passed by the National Dairy Conference here to-day, when it was agreed to appoint a Committee to-morrow to prepare for the Conference a plan for the co-ordination of the present Departments'of control, and for. the appointment of an administrative head. The subject was introduced by a remit from the .Mangitt'oki Company, which suggested among other things, “That this conference expresses its methods of the administration of the •Dairying industry - , and considers that the past administration has been ineffective, failing to provide a truly authorative head representative of the ■industry in its internal a-s well as its export affairs.’’. “That the effective administration of the industry involves the exercise of authority and of a degree of discipline which pan only be applied to a Board, or organisation, elected by the producers, and set up as the head of the industry, with powers to guide and control in all matters relating to the internal, as well as the export policy.” “That, to give effect, to the foregoing proposals, the Dairy Produce Board, in its present form or reconstituted, should be made the head of the -industry, with extended powers, and charged with the responsibility for its administration as indicated.”
“That the uncertainties of policy, particularly in regard to the promotion of quality, have revealed weaknesses in the present administratron, and have resulted in the loss of goodwill with the buyers and consumers of New Zealand, dairy produce.” “That, in order to furtlv’r these proposals, a committee be appointed from the Conference to bring down in detail, an administrative plan for the industry, the report of this Committee to be dealt with before the conclusion of the conference.”
The discussion of this remit occupied the most of the afternoon.
Eventually it was withdrawn, and the following substituted motion was adopted by one hundred and thirtyseven votes to ninety-eight; "That in 'view of the grave unrest in the da’rv industry, and of the di-ssatisfa-Do.-with the present methods of administration, and of the conviction that there ■is an unnecessary and cnsMy overlapping in such administration heavy and avoid-able-loss in manufacture, and the urgentneled for effective steps for improvement in the quality of dairy products, this .‘Conference expresses the opinion that co-ordination of the functions of the existing controlling bodies, and the appointment of an administrative head, is imperative, and that a repress ntative Committee be set up to prepare anu -submit to *.ie conference a cons d’ered plan for the co-ordination of the present Departin'iits and Organisations, and th“ appointment of an ..•* dminist-vative Head.

There had Been an increase in the butter and cheese production. D represented' in terms of butterfat, 3.P9 p'r cent, more than last year, but owing to the low values of prices ruling, the-e had been a decrease oT £11,907,871. B"t for j nareas • in volume, the season would have been a, disastrous one.
In reg""d to the cheese industry., he su'd, that lit was probable that next season the producers would revert to full cream only. The low prices and the congoquent necessity of increasing prodimtfou should give an impetus to herd testing.
