[United Press Aoßociation—By Electric Telegraph—Copyright.) (Received 11.40 a.m,) GENEVA, May 17. French delegates addressed to the League Council a monumental memorandum attacking the Austro-German Treaty, declaring that it caused a great sensation in Europe, evoking deplorable memories and awakening such definite fear s that public opinion is expected. The Council dealt therewith the memorandum and adds “whether or not the Treaty is opposed to the League Covenant it at least compromises Austria’s economic independence endangering political independence with'the possibility of serious international differences leading to the renunciation of tlie existing commercial agreement, Europe is now laced with the question of whether Germany will eventually completely absorb Austria,”
Germans are busily preparing a counter blast which will probably be presented tomorrow when it is expected the Council will refer the Ireaty to the International Court for opinion, thus shelving it for a considerable time.
