Although the text of the British reply to the French Naval Note has been kept secret, sufficient lias been revealed to enable the newspapers to reiterate denials of French responsibility for tin' delay. They accuse Britain of unreasonableness. 'Hie Paris Press unanimously declare that France lias reached the limit of concessions .and anticipate that Britain will refuse to consider the French case which is described as impeccably reasonable. They declare the present “misunderstanding” is due to Britain’s ambiguous three cornered negotiations..
