LONDON, April 23
A levy on all incomes to support unemployed will be proposed by the General- Council of the Trades Union Congress -before the Royal Commission, oi unemployment insurance on May 4th. Tlie Council, whose views will ne submitted as representing tlie entire trade union movement, will declare that the present condition of industry and tlie great amount of unemployment creates a national emergency, requiring special measures.
