Colonel Thoms of New Zealand Staff Corps arrived to-day. to take over command of Shanghai Volunteer Corps, vice Brigadier Orpen Palmer, retired. The new Commandant controls the most extraordinary volunteer force in the world consisting of British, Russian, American and Chinese companies, and is supported by the Municipal Council to the extent of forty thousand sterling per annum. Tt is the first occasion that the command has been given to a Colonial officer.
