The German Nationalist Press allege that the real basis of the agreement is a bargain at the expense of Germany. 'They blame England for sharing in it.
M USSOLTNI.’S SATISFACTION

The Prime Minister has received from Signor Mussolini a telegram expressing his satisfaction at the conclusion of the Naval Armament Agreement, and emphasising its beneficial influence, not only on the relations between the signatories, but on the political and economic situation of the world.
Signor Mussolini adds that the agreement toon.■pittites the best preparation for the general conierenco on disarmament.

Referring to the naval treaty, Mr Stimson( Secretary to the Navy) expressing satisfaction, said that the agreement/ would make a resort to the escalator clause unnecessary. He added that the agreement, contained no provisions which would vitally afleet the Uniled States directly, and would require no changes in the treaty, merely taking the form of a separate arrangement in which the l idled States and Japan would only take notice ol the changes.
There will probably he no occasion for the' submission of the document to the Senate.
