RAIN AT NAPIER. (By Telegraph—Per Press Association) NAPIER, February 23. Exceptionally heavy rain fell tor over an hour this morning, but conditions now (9.10 a.m.) are definitely clearing. The sea is calm and wind westerly. The rain found many leaky roof's, and those firms using partially wrecked premises were put to much inconvenience.

There were no major shocks since Sunday at 1.5 a.m., but a few minor shocks have been felt.

The river problem is now worse but with the return of sunshine conditions should again improve. ANGLICAN APPEAL. FOR REBUILDING FUND. AUCKLAND, February 21. An urgent appeal to Church people of New Zealand to come to the assistance of the Anglican Diocese oi Waiapu and to contribute to the fund to rebuild the Cathedral at Napier and other church buildings in the Diocese that were destroyed or damaged by earthquake, is being issued by the Primate, Archbishop AveriU in a letter to the Bishops of New Zealand. Arehibishop Averitl says: J.t Is impossible to estimate the cost of the reconstruction of what has been wholly or partially destroyed, and iu all probability the full loss cannot be made good m the present generation. Damage has been done in churches in all parts of Waiapu Diocese. There are practically on insurances available, and many Church people in Waiapu have lost their livcdihood and can do nothing to help. The whole province of the church must come to aid and help at once.
