Anxiety is expressed in northern circles over a large Soviet troop concentration on the Manchurian border. The intention is unknown, ,but observers believe it is an attempt to intimidate the Chinese Government, when the Sino-Soviet conference is resumed in Moscow. The negotiations of the conference are at present at a deadlock
over the control of Chinese eastern railway •
