He said the scheme was real- | lv a system of davertising. and helped ' the retailers to obtain cash payments. |He alleged that the prosecution had been, instigated by retailers who were discon tended because they were unable , to participate in the scheme. He submitted that no offence had been committed. i Decision was reserved.
