DODGING THE INTEREST. (noted Press Association.—By Electric Telegraph—Copyrightj. PARIS, January i-i. Reversing the decision of the Appeal Court, the Court of Cassation today held that the city of Tokyo “must pay the capital and the interest on its nine millions sterling pre-war loan in gold. Tokyo City has been paying the interest in francs worth only one-filth of their pre-war value.
