The over-subscription in Australia last- month of the loan of 28 millions constituted an achievement upon wliiJi the Government and the public have justly been alike congratulated. It would be idle, however, to attempt to disguise the fact .that the Commonwealth is still being worried with financial troubles. The rather startling increase in the exchange rates, which has been announced, is highly significant. The prospect that the majority of the Governments in Australia will he able to balance their Budgets for the current year seems to be distinctly remote.
