The Dominions were already getting very substantial value from Britain for the tariff preference they give her goods, notably through: (a) The Navy. (b) The fact that Dominion government loans issues were trustee securities. (c) The fact that Britain was already the biggest customer for our goods and the work of the Empire Marketing Board was more and more making the people of Britain imperial minded in their purchases.
