TREATY NEG OTiATIONS. [United Press Association—By Electric Telegraph—Copy r ; ght. ] VANCOUVER, Dec. 17, A message from Toronto says-Air Moloney stated that so far the negotiations had been satisfactory and he hoped for a successful treaty .between Canada and Australia. It must be remembered, however, that ■' the proposal would have to be ratified by the two Governments concerned at the Canadian Cabinet meeting that day. He did net doubt that the Auv.ral ian Government would ratify the proposals. ' BANK CLOSED. NEW YORK, Dec. 17. A message from Little Hock Arkansas) says:—Twelve hanks and trust companies in this state closed to-day on account of the heavy withdrawals. TROOPS LEAVE SAaK BASIN. BERLIN, December 17. The last of the Allied troops have quitted the Saar Basin. The whole of ■Germany is now 'free I rout occupation.
