DYNAMITE DIS A STEP

MO I)E JANEIRO, December 3. Thirty-six were killed and three 4 ' buildings destroyed when a freight car, loaded with dynamite, exploded at a railway station at Porto Nova de Gunlva, in the State of Minasgeraes. The cause of the explosion has not been determined. U.S. BUDGET PROPOSALS. WASHINGTON, Dec. 4. While Mr Hoover’s budget message, M cabled on December Ist. allotted to the Navy Department only 28,200,01)0 dollars for construction in 192-8, a reduction of 28,512,000 compared with the appropriations for the current fiscal year, it i,s learned Mr Hoover has given a tacit approval to a separate 120 million dollar naval construction (programme which will be submitted to Congress during the present session.
