BERLIN, Nov. 27

Because the City Council iF> obstructing all attempts at interference and refused to pass the 1930 Budget, Governor Brnndeburg has appointed two state commissioners to regulate Berlin's muddled finances.

Berlin is at present indebted to the extent of five millioius sterling. The Commissioners will declare and supervise the collection of a per capital tax of 10 per cent, tax on beer and •spb-.jts -and additional iprcipefity tax. Similar steps are contemplated in other towns.

'When Count Bernstorff declared Germany must have a parity and security the same as other nations and that the League Commission had thus far done little for land disarmament, Lord Cecil warmly protested at such ill-founded criticism.

Count Be-rnstorff ’ reiterated that everything had been 'subordinated to naval disarmament.

The Commission by Twelve votes to five rejected the Gerfna'n proposal to make conve-ifdon not subservient to the existing treaties and thus virtually reaffirmed the supremacy of Versa ilies Treaty,

TERRORISM IN POLISH SILESIA

BERLIN, Nov. 27

Cabinet despatched a twenty-five page protest to the League of Nations against the terrorism of Germans in Polish-Silesia especially during the week-end elections, when many were maltreated.

Dr Wirth, Minister of the Interior, hastened to Silesia to calm the in--11 ame d Germans.
