Reports of sensational counter-revo-lutionary happenings in Russia have readied several capitals.
Berlin states that two battalions of the Red Army mutinied at Moscow, owing to the lack of food, shooting down their officers. The mutineers were overcome, and the survivors were sent to gaol.
ITALIAN MEASURE
ROME, November 20
The Italian Cabinet has adopted a bill ordering that preliminary military instruction shall lie obligatory on every citizen reaching the age of 18 years.
