PROPOSED ARRANGEMENT

(Received this day at 8 a.in.) LONDON, Nov. 17. The “Daily Telegraph” says the
Indian Princes deputation met the 1 British India representatives at Carlton Hotel yesterday and detailed the terms whereon they were prepared to enter an all Indian federation. If an agreement acceptable to all parties is reached, the conditions are: — > First—The Viceroy remains as the King’s representative. Second—All dynastic question* affecting Prince’s succession, marriage and powers within their states, etc., shall be left exclusively to themselves, the Federal Government having no authority. Third—They shall have a fair share in all State service* common to British India. and Indian states, such as railways, canals, irrigation, customs, and condition. Four—The Army remains under the Viceroy who may employ State troops when necessary. Five—The existin'? treaties to remain, but shall not be changed into fresh agreements with the All India Government. Six—The disciplinary authority shall exerciso certain cases by the Viceroy. Such cases as misrule shall he left to the Council of Princes. It is also understood that the ■PriitetiH will seek powerful representation in the second chamber. The only Prince opposed to entering an All India is Nizam Siderbnd. Moreover, Hindu leaders agreed to i'eoognise the north frontier, west province and Punjab, as predominantly Moslem and agree to the separation of Sind from Bombay. The Moslem demand for thirty-three per cent representation in the Central Legislature was not agreed to. The question of equitable representation .of Hindejp and Moslems in public services is left to the public services commission such as exists in Irish Free State.
