THE “TIMES’’ COMMENT
ON CABINET'S ACTION

Reviewing Mr MacDonald's report of the Imperial Conference in the House of Commons on Tuesday, the “Times” declares the Government have taken a heavy responsibility in turning down the tariff as the simplest and moot effective way of achieving economic co-operation. If *tlie conference, proves barren of results, the blame will be theirs alone. The “Times” concludes by emphasising the necessity for continuity in method of action in advocating an economic secretariat for the Empire, quite free from domination of Whitehall.

Heads of delegations of the Imperial Conference meet to-morrow to receive and consider such reports that are completed by the Committees entrusted with detailed examinations on the agenda.
Intier-Imperial sonst-ifutional questions referred to a Committee under Snnkey and its drafting Committee today presented draft reports on various aspects of its work. The completed Part of the. draft report, constitutes a lengthy and highly technical docmmeift. It includes sections dealing with relations of * dominion legislation, nationality question, channels of communication,to be used between bis Majesty’s Government and Dominions and foreign governments 'and questions affecting the position of the Governor-General. The Snnkey Committee decided to request further time before- the final report is sent on to the heads of delegations: •Tug Committee of inter-imperial Economic Co-operation approved of the reports of sub-committees which have been examining the possibility of employing methods alternative to the tariff such as quota, bulk purchase, import boards and extension of the work of the Empire Marketing Board to specific commodities, canned fruit, fresh fruit, dairy produce. The committee is now engaged on their gen-
eral report. Heads of the overseas settlement committee have completed a report i which reviews the whole problem of state assisted emigration within the Empire organisations set up both in the Dominions and in Britain. The measure taken to ensure a settlement of migrants as an advantage to themselves and to countries in which they are settled, have been closely examined. These include assisted passages with assured employment. Schemes such as 3000 family scheme to Canada similar and more recent scheme to New Brunswick, schemes, to encourage Junenile settlers and various schemes for training intending overseas settlers in England. There are three of these large training centres in existence, in addition to five hostels for young women, and eight for hoys. This elaborate system has been reviewed a|nd the Committee have completed a report in which its views are expressed as to the, wisdom of keeping machinery going at full pressure in view of the present economic conditions throughout the Empire.,
